JOB TITLE: EARN Program Specialist
DEPARTMENT: Employment and Training
OVERALL PURPOSE
This position is responsible for the implementation and day to day oversight of the Welfare programs. The goal of the position is to ensure client success in being self-sufficient and achieving personal goals through providing individual guidance and group role plays, team building exercises, and discussions.
ESSENTIAL FUNCTIONS
1. Oversee the daily operations of the EARN Program
PERFORMANCE MEASURES:
• Work in partnership with the SAPDC Case Manager and Work Ready Case Manager to ensure the participant is on track in completing necessary hours, developing employment sites, determining barriers to employment and assisting eligible participants in eliminating those barriers to maintain employment
• Work in partnership with the SAPDC Case Manager and Work Ready Case Manager orientations to the programs by facilitating motivational activities and discussing community service projects
• Work in partnership with the SAPDC Case Manager and Work Ready Case Manager with determination of participant eligibility and appropriate project matching to the participant’s interests and career direction goals
• Make referrals for clients to receive necessary services to overcome their barriers to employment
• Understand the local labor market information, targeted industry cluster, educational opportunities, and employment opportunities via the job developer
• Ensure that each project is successfully completing targeted goals weekly
• Conduct weekly meetings with participants to ensure that participant goals are being achieved
• Complete all documentation appropriately to include but not limited to client progress, for client files and necessary reporting information
• Complete regular evaluations of participants, projects and other self-monitoring compliance reports to ensure consistent feedback is provided to participants and the administration of the program
2. Complete and submit required documentation within an appropriate time frame.
PERFORMANCE MEASURES:
• Complete daily progress notes and enter in to appropriate data collection tool
• Submit assessment documentation within set time frames.
• Ensure all client documentation is accurate, appropriately signed and filed with the case file
3. Complete required statistical reports and submit to the Director of Community Services for administrative review.
PERFORMANCE MEASURES:
• Collect data and complete all necessary statistical reports as required by funding sources
• Ensure all reports are completed well in advance of submission deadlines and review with the director for accuracy and program review
• Ensure that reports are submitted after approval of director
4. Network with local agencies to maintain an understanding of available services and market Agency services.
PERFORMANCE MEASURES:
• Visit community agencies to establish community service and paid work experience
• Attend meetings as required both in the community to promote program services and as required by funding sources
5. Assist with resume development and job applications
PERFORMANCE MEASURES:
• Assist clients in creating a professional resume
• Assist clients with uploading resumes to online platforms
• Explain and model the use of correct grammar, spelling, punctuation and sentence structure
• Proofread and revise professional resumes and job applications
6. Assists with finger printing services.
PERFORMANCE MEASURES:
• Complete finger print screenings for applicants
• Assist applicants if needed with registration process
OTHER DUTIES
1. Continuously screen clients for potential eligibility for other agency services
2. Perform other related duties as required.
SUPERVISION RECEIVED
Supervision is received from the Community Services Program Director.
QUALIFICATIONS
EDUCATION
• Associate Degree in sociology, human services or related field required
• Bachelor Degree in sociology, human services or related field preferred
EXPERIENCE AND/OR TRAINING
• Three years experience in case management, direct care, or counseling
