The Livingston County Water and Sewer Authority is a fast-growing public authority with a focus on community leadership and providing environmentally sound services. The Assistant Director of Operations position is a newly created position to assist the Director of Operations with the Authority’s new opportunities for growth in both water and sewer services as well as prepare for succession of key leadership staff in the upcoming years. The position will include the completion of administrative as well as field work. The work environment is team-based, motivational and fast-paced. About Livingston County Water & Sewer Authority
The Livingston County Water and Sewer Authority is a public benefit corporation established in 1995 by an act of the State Legislature. The Authority currently serves over 7,000 water and sewer customers in 11 different municipalities throughout Livingston County. We operate and maintain two wastewater treatment plants, approximately 50 miles of sanitary sewer pipe, 45 sewer lift stations, 12 water storage tanks and approximately 140 miles of water pipe, 4 booster stations and 7 re-chlorination stations. The Authority is currently staffed with 17 dedicated, passionate employees and is governed by seven Board members who are civic-minded individuals, with diverse backgrounds, who volunteer their time to the organization. The current budget is approximately $4.5 million. The Authority is actively working with community partners to expand water and sewer services throughout Livingston County.
What You’ll Do
This is an important leadership position responsible for assisting the Director of Operations with the supervision and oversight of the water distribution and sewer collection facilities and staff. The incumbent in this position will be responsible for a variety of functions that may range from managing specific projects to supervising staff. The incumbent will work concurrently with the outgoing Director of Operations for a period of time, to be defined.
Examples of Key Responsibilities and Tasks may include, but are not limited to, the following:
- Supervise, direct and participate in the operation of the water distribution and sewer collection systems.
- Supervising the work of maintenance staff and operators, taking samples, performing tests to ensure the safe and efficient operation of the water distribution and sewer collection systems, operating equipment and maintaining logs and related operations records and reports. May include after-hours responses.
- Assists with planning and implementing annual budget, maintenance programs for the water distribution, water storage facilities, sewer collection systems and water/sewer booster/pump stations to ensure maximum performance and ensure quality control.
- Assists with the operations programs to ensure quality water distribution and sewer collection system output, and that proper water sampling and testing is performed to ensure safety and meet standards.
- Supervising and performing inspections of water and sewer lines connected, water booster stations, sewer pump stations, water storage facilities, pressure reducing vaults and other water and sewer appurtenances and ensures that necessary maintenance and repairs are completed.
- Represent the Authority with regulatory agencies, engineers, contractors, consumers and the public with regards to operations, modifications, upgrades, or other programs related to the water distribution and sewer collection facilities.
Several initiatives the Assistant Director will be participating in upon starting will be:
- SCADA Improvements - Currently the Authority is investing heavily (over $2 million) in the water and sewer system SCADA platform. The Assistant Director will have the opportunity to continue with efforts to improve the operational use of the SCADA system organization wide.
- Preventative Maintenance Resources - The next Assistant Director will continue to find ways to support the development and expansion of asset management and preventative maintenance programs within both the water distribution and sewer collection systems.
- Water Loss Strategy - The successful candidate will play an intricate role in assisting with implementing water loss initiatives such as leak detection and water system repairs targeted at reducing unrevenued water and improving the reliability of the water distribution system.
- Capital Projects - Currently the Authority has over $50 million in water and sewer capital projects underway or planned in the next 3 years. The Assistant Director will be a key member of the leadership team participating in and providing input into the design, management and implementation of upcoming capital projects.

What You Need
The Assistant Director should be an experienced leader with thorough knowledge of water and wastewater infrastructure, facilities and systems. Minimum education qualifications may vary, however the chosen candidate must possess a New York State Grade D and C Water Operator Certification within 18 months of appointment. Supervisory and construction experience may be preferred.
The successful candidate must possess excellent communication skills and will play a crucial role in building a noteworthy workplace culture, public trust and developing lasting relationships with partners.

What We Offer: Compensation & Benefits
Salary range is $75,000 - $85,000; starting salary is negotiable based on education and experience.
