Brief Description:
Under broad guidelines, the Condition Assessment Analyst is responsible for:
a. Performing Geographic Information System (GIS) data management tasks
b. Researching and implementing GIS data collection applications
c. Performing data analysis to support infrastructure repair and replacement decisions
d. Assisting in the development and implementation of data quality assurance and quality control protocols
e. Preparing maps, charts, reports, and presentations to prioritize infrastructure investments
f. Verifying the completeness and accuracy of asset data in GIS and CMMS
g. Assisting in project planning and execution including design, cost estimating, field inspections, and information dissemination
h. Coordinating and performing infrastructure condition assessments
i. Oversee the application of infrastructure condition monitoring systems
j. Establishing standard procedures for infrastructure maintenance activities
k. Training maintenance staff on condition assessment and predictive maintenance activities
l. Performing field inspections to ensure compliance with project specifications
m. Assisting in cost estimating tasks for condition assessment and capital projects
Job Requirements:
a. Education
1. Required
a) Bachelor’s degree in an appropriate field such as Engineering, GIS, Computer Science, or related field
b. Experience
1. Required
a) Experience in data analysis tools and techniques
b) Proven experience in establishing and maintaining effective working relationships with other employees at all levels, vendors, other customers, and suppliers
2. Desired
a) Experience with GIS, BIM, and CAD
b) Experience with Computerized Maintenance Management Systems (CMMS)
c. Personnel in this classification are fully qualified at a Grade 7 with an appropriate Bachelor’s degree and four (4) years of appropriate experience. The following training levels have been established for personnel who are less than fully qualified.
Grade 7a - ¾ total hours toward appropriate B.S. degree 3 years of appropriate experience
Grade 7b - ½ total hours toward appropriate B.S. degree and 2 years of appropriate experience OR 2 years of experience and an appropriate Associate’s degree
Grade 7c-¼ total hours toward appropriate B.S. degree and 1 year of appropriate experience
OR 1 year of appropriate experience and appropriate Associate’s degree
Grade 7d Appropriate Associate’s degree and no experience
d. Job Specific Technical Competencies
Required
a) Knowledge of the principles and practices of GIS, spatial analysis, cartography, spreadsheets, databases, writing, public speaking, and leading meetings
b) Knowledge of current industrial equipment standards including OSHA, EPA, DEQ, as well as local, State and Federal regulations
c) Knowledge of mechanical troubleshooting skills and techniques
d) Ability to develop, evaluate and negotiate proposals, specifications and contracts
e) Ability to prepare project cost estimates
f) Ability to monitor and evaluate equipment repair for mechanical, electrical, and instrumentation equipment
g) Knowledge of multiple project management techniques
h) Knowledge of HRSD procurement process
i) Knowledge of quality improvement process
