Brief Description:

    Under general guidance, the TSD Supervising Specialist is responsible for:
a. Overseeing, planning, and coordinating activities of a section; scheduling activities of the section through coordination with the other section(s) and the Technical Services Operations Manager; ensuring compliance with protocols and continuous quality improvement throughout the section
b. Acting as a project lead in the collection of a wide range of environmental and permit compliance samples
c. Providing leadership, technical expertise, training and support to section staff; facilitating communication between section staff and Operations Manager/ Environmental Scientists/Permits Manager
d. Developing the more complex projects of the section (e.g., treatment plant process evaluations, special surface water studies, etc.) in coordination with the Project Manager. Provides data analysis and reporting
e. Communicating the HRSD Mission, Vision, Values, and WQ Expectations.

Job Requirements:

  a)Bachelor's Degree in Engineering, Environmental Science, Chemistry, Biology, or related field of science as approved. Alternatively, a bachelor’s degree in other disciplines with at least 30 credit hours of college course work in Engineering, Environmental Science, Chemistry, Biology, or related field of science as approved
  a)Graduate degree and/or graduate course work in Chemistry, Biology, Engineering, Environmental Science or relevant field of study

b. Experience
  a)Three years appropriate technical experience in environmental monitoring or related field with two years at a supervisory level
  )Experience working in a team environment and using quality principles and participative management

c. Training Levels
Personnel in this category are fully qualified at grade 8 with an appropriate bachelor’s degree and three years of applicable experience which includes two years in a supervisory capacity; the following training levels and years of experience are established for personnel who are not fully qualified:
Grade 8a – BS degree in appropriate field and two years applicable experience to include one year in a supervisory capacity or advanced degree(s) and one year applicable supervisory experience
Grade 8b – BS degree in appropriate field and one year applicable experience or advanced degree(s)
Grade 8c – BS degree in appropriate field and no applicable experience
Note: Appropriate advanced degree(s) will fulfill no more than one year of applicable experience and will not replace the requirement for actual supervisory experience

d. Job-specific technical competencies
  a)Knowledge of general environmental regulations (e.g., 40 CFR Part 136, Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), Virginia Environmental Laboratory Accreditation Program (VELAP))
  b)Knowledge of wastewater treatment processes
  c)Knowledge of scientific approaches to addressing technical and regulatory questions
  d)Thorough knowledge of methods, equipment and processes pertaining to TSD sampling of environmental and wastewater samples
  e)Ability to manage/coordinate multiple projects and assignments
  f)Ability to use judgment in developing new techniques
  g)Ability to train division staff
  h)Ability to develop highly effective working relationships with all HRSD Directors, Chiefs, Managers, and employees
  i)Ability to communicate effectively, both orally and in writing, and prepare concise reports of a highly technical nature
  j)Knowledge of data analysis routines including graphical and statistical representation of data
  k)Knowledge of safety and confined space entry requirements
  l)General knowledge of OSHA regulations
  m)General understanding of budget and bookkeeping processes
  n)General knowledge of billing, invoicing and procurement procedures
  o)Ability to use MS Office products at an intermediate level of proficiency and a variety of other profession-specific programs (e.g. LIMS) at an intermediate level of proficiency

e. Special Licenses
  a)Valid driver’s license (from state of residence)
  b)Coast Guard Safe Boater Certificate in the first year of appointment to operate HRSD research vessels
  c)Must obtain and maintain HRSD confined space and CPR/First Aid certification
  d)May be required to obtain and maintain semi-annual Visual Emission Inspection Certification
