Job Title:    Environmental Planner

Salary/Wage:   $26.52/hr.

Sign-On Bonus:   $1,000

This position is responsible for the operation of the Realty Program within the Natural Resources Department.  The major functions include environmental compliance document writing, site environmental compliance on Tribal property, land use planning, and property fee-to-trust conversions.


Bachelor’s degree in Planning, Environmental Science, Geography or Natural Resources Management. Knowledge of: The National Environmental Policy Act (NEPA), including procedural requirements. Major state, federal and Tribal environmental laws, including, but not limited to, environmental permitting and procedures, and the application of such laws on Tribal lands.  Working knowledge of land use planning concepts and fundamentals, including development of zoning designations and codes. Real estate fundamentals, including but not limited to law, finance, and documentation procedures and requirements for acquisition and transfer. Computer word processing, spreadsheet, database and presentation software and using the Internet for research. Experience in: Writing NEPA compliance documents, including Environmental Assessments. Ability to: Make determinations, upon physical examination and research, of environmental site conditions and environmental compliance issues that may require response or remediation on Tribal lands. Demonstrate excellent technical writing and editing skills with the ability to apply those skills to a wide variety of projects. Represent the Tribe in a professional manner, with a diverse set of individuals, outside the Tribal administration, including but not limited to, state and federal environmental regulatory, policy and legal staff, local government staff and elected bodies, interested publics, private contractors, and contract attorneys. Other: Must be a well-organized self-starter, with the ability to communicate effectively (orally and in writing) and to work well with others. Physical ability to make field visits to project sites, including timberlands in steep, brushy terrain, potentially hazardous industrial sites, and all other conditions present on Tribal lands. Must possess a current, valid Oregon State driver’s license, insurance coverage, and be eligible to operate a GSA vehicle


Has primary responsibility for the implementation of the Tribal Realty Program. Serves as primary researcher and writer for NEPA compliance documents required for a wide range of projects on Tribal land, including residential and industrial development, utility and roadway projects, etc. Solicits input from the Tribal public, Tribal committees, staff specialists, and outside agencies, organizations and public as appropriate. Coordinates NEPA process from start to finish, including project field visits where necessary.  Reviews and provides comments on outside agency NEPA documents covering federal actions of concern to the Tribe. Coordinates Tribal fee-to-trust property transfers.  Prepares all correspondence and documentation necessary to achieve trust status for properties, including compliance with NEPA, the Coastal Zone Management Act (CZMA), BIA requirements, and any other applicable laws. Participates with BIA in environmental clearance surveys for property being considered for trust status. Prepares scope of work and negotiates and administers contracts for property line surveys, wetland delineation, soil surveys, archaeological surveys, groundwater assessments, Level I and Level II site assessments, hazardous materials removal, emergency response, environmental remediation, and appraisals as necessary. Prepares all necessary documents, including but not limited to, applications, justifications and informational material, necessary to pursue any requested changes in city and/or county land use jurisdiction related to Realty Program projects.  May represent Tribe, in lieu of the Natural Resources Manager by providing testimony and answering questions at city planning, city council, county planning and county board of commissioner meetings and public hearings.  Advises other tribal programs, upon request, regarding land use jurisdiction issues and procedures. Serves as Environmental Compliance Officer for the environmental protection of Tribal lands.  For active projects, as necessary, conducts regular site inspections, purchases supplies, maintains regular contact with state and federal agencies regarding environmental compliance and permitting issues, ensures regulatory instructions are followed by the Tribe or the Tribe’s business partner(s), administers contracts related to emergency response and compliance issues, pursues independent funding sources for unplanned environmental projects. Participates in discussions with state, federal and local environmental and land use planning agencies regarding jurisdictional issues, internal and external environmental compliance issues, permitting, and general environmental policy issues.  Coordinates with state and federal agencies on the development and refinement of Tribal environmental management programs. Assists in the process of Tribal land purchases, including conducting due diligence work that involves researching land status, obtaining title reports, obtaining title insurance, and reviewing environmental site contaminant assessment results for determination of Tribe’s potential for future environmental liability.

Provides technical assistance and review functions to Staff Attorney and other departmental staff in the development of Tribal ordinances, regulations, and responses to issues regarding NEPA, solid waste, hazardous waste, and air quality concerns. Represents the Tribe in a variety of off-reservation environmental issues and forums, including hazardous materials spill incidents, hazardous waste site cleanup oversight, hydroelectric dam relicensing proceedings, etc. Assists other Natural Resources and/or Planning Department staff in developing and writing grant applications for projects related to environmental topics on Tribal lands. Develops and maintains comprehensive property records system for all Tribal properties. Provides periodic reports to Tribal Council, Tribal committees, etc. as requested. Performs other related duties as assigned by the Natural Resources Manager.

Conditions of Employment:

The selectee will be required to submit to a urinalysis to screen for illegal drug use before employment.

May need to provide DMV Driver Record and proof of Automobile insurance.

CTSI is pleased to offer a sign-on bonus for this position of $1000. The selected applicant shall receive one-half the incentive in the first paycheck and the second half after successful completion of 6 (six) consecutive months of employment provided the employee remains employed.  The Sign-on Incentive is not part of the base salary calculation and is considered taxable income.  The Sign-on Incentive is not included in retirement salary calculations.  A full copy of the incentive policy is available upon request.
