ENGINEERING SUPERVISOR
JOB SUMMARY:
This position is responsible to provide high quality engineering design and participates in project management activities related to the planning, design, analysis, evaluation, construction, operation, maintenance and rehabilitation of Central Lincoln facilities. Manages moderate and complex projects with limited supervision. The position requires knowledge of the principles, practices and procedures, including materials, equipment and techniques, used in professional level work in the field of engineering and project management. Investigates and analyzes to identify and recommend solutions and approaches for electrical, civil and communications engineering projects. Develops project and departmental budgets, administer contracts, and monitor job progress. The position works under minimal supervision and resolves most problems while keeping the supervisor informed of unusual or controversial problems and issues.
ESSENTAIL FUNCTIONS |
Duties may include, but are not limited to: Perform moderate and complex engineering design and analysis for Central Lincoln projects. Prepare cost estimates. Write technical purchase and construction specifications. Prepare public works and purchase bid document packages. Review submittals and respond to requests for information during construction. Develop inspection and testing plans. Inspect fabrication and construction activities, materials, work products and troubleshoot construction problems. Perform engineering planning, analytical studies (including technical report writing), cost estimating, economic analyses and develop alternatives to help determine solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, safety, etc. Develop and implement scopes, schedules and budgets for moderate and complex projects or portions of highly complex projects. Oversee and monitor project activities from concept to close out. Communicate project progress to management. Give presentations including project recommendations to staff and management. Procure materials. Exercises full scope of supervision over designated staff. Works with staff to resolve grievances and other sensitive personnel matters. Provides training and motivation to meet changing business needs and maximize effectiveness of staff. Participate in the recruitment, selection, onboarding and retention of department personnel. Motivate, encourage and support employee professional growth and development, including cross-training initiatives where practical. Monitor, evaluate and consider team dynamic functionality, performance, production, staffing and other key performance indicators to facilitate strategically sound workforce planning decisions and fiscally responsible allocation of available resources. Participate in the selection of consultants and contractors along with contract preparation. Obtain permits. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables. Provide preliminary cost estimates, project scopes and schedules. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position. Complete special projects and other duties as assigned to meet team, department and Central Lincoln goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results. KNOWLEDGE, SKILLS AND ABILITIES: Electrical engineering design, analysis, and project management directly relating to utility facilities, including fundamentals of the principles, practices and procedures of an engineering discipline, such as engineering design, analytical studies, calculations, reading and interpreting plans, specifications and project schedules. Permits, permitting timelines and City, County, State and Federal permitting agencies and processes is also required. Public works construction methods, equipment and materials are required. OHSA, NESC, IEEE and other applicable engineering standards. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes. Excellent verbal and written communication skills. Personal computer use, office software. Engineering analysis and design software. Communicate effectively with a diverse work force including the skilled crafts, contractors, customers and other engineers. Comply with District safety procedures and specific safety requirements of this position. Establish and maintain cooperative working relationships with those contacted in the course of work. Gain cooperation through discussion and persuasion. Communicate effectively in person and in writing. Recognize unsafe practices and ability to recommend and implement corrective actions. Move to, from, within our building, and across company-related property site locations, possibly for extended periods. Movement to, from and within property locations may occur during inclement weather, extreme temperatures, rain or snow, strong winds, and during low visibility and low light conditions (e.g., evening, early morning, fog, etc.). Use and operate a personal computer, office equipment and other technology devices frequently and consistently throughout each day with a high degree of skill, accuracy and independent judgment for the purpose of reviewing, analyzing, creating, transmitting, and presenting documents, data and other business-related information. DRIVING AND TRAVEL: Drive a personal or company-owned vehicle on behalf of Central Lincoln in the performance of duties that may serve as the basis for this position. Travel on an occasional basis via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon. WORKING ENVIRONMENT AND SCHEDULE: Generally, the work of this position is conducted in a temperature controlled office environment protected from hazards or obstacles. Occasionally, job conditions are uncomfortable relative to noise, temperature, inside/outside work, dirty conditions, or interactions of a disagreeable nature. MINIMUM QUALIFICATIONS & PROGRESSION Bachelor’s (BS) degree in Engineering with a minimum of four years of commensurate experience. Registered Professional Engineer (P.E.).
