Nature Of Work
The Facilities Manager prepares maintenance schedules and directs the activities of the Custodial Department staff and contracted workers. This position is responsible for ensuring that all Library buildings, maintenance equipment, and grounds are accessible, provide excellent patron experiences, and are operating efficiently and safely. The Facilities Manager coordinates with Library Administration and Branch Managers to provide support for day-to-day operations, as well as maintaining a document library for each location to support preventative maintenance. The Facilities Manager also is responsible for the Library’s internal delivery service process, including scheduling preventive maintenance for vehicles distributing supplies and library materials to all Library buildings.

Essential Position Functions
• Championing the board-approved Master Facilities Plan, working closely with Branch Managers and other stakeholders to ensure that each facility meets unique community needs.
• Reporting equipment and property data systematically to Library Administration to support long-term planning for current and future needs.
• Maintaining, updating, and making accessible to staff a set of procedural documents for facilities maintenance at each branch.
• Writing RFPs and overseeing the process of awarding bids, following all state requirements for public agencies. In collaboration with Library Administration, managing the resulting contracts with architectural, construction, interior design, furnishing, landscaping, and other consultants or vendors. Responding to contractor and consultant inquiries in a timely manner.
• Controlling annual and project-based costs to ensure that project goals are met within allocated budgets. Closely reviewing invoices and promptly approving payment for conformance to contractual agreements.
• Controlling the distribution of maintenance supplies from a central location. As needed, purchasing supplies and providing expenditure documentation.
• Coordinating with Library Administration to review Emergency Operating procedures and conducting safety audits at all facilities.
• Managing the employees of the Custodial Department, including recruitment, selection, training, scheduling, coaching, and conducting performance reviews.
• Scheduling and working with contractors performing repair and/or maintenance work on Library property.
• Supervising the delivery of new materials to each branch and rotate books and other materials between branches.
• Supporting and enforcing all Library policies.
Job Requirements
• Valid Driver’s License, proof of insurance, and a safe driving record. Must be insurable under the Library’s insurance policy for any BCPL vehicles.
• Reliable transportation.
• A high school diploma and two years of appropriate experience. Appropriate vocational/technical training may substitute at an equivalent rate for the required experience.
• Must be willing and able to work at all library locations.
Skills And Characteristics
• Ability to read and interpret documentation about physical plant systems at each location in order to troubleshoot and help with diagnosis of system issues.
• Ability to use appropriate computer-based applications to manage communication with staff, vendors, and facility systems.
• Leadership skills, including the ability to support the Library’s core values.
• Effective verbal and written communication skills.
• Must be able to work independently.
• Ability to communicate with Library staff to determine needs for Library facilities.
• Ability to organize the use of time and set priorities for multiple staff members.
• Ability to maintain an effective inventory of supplies and equipment.
• Ability to design and budget costs for repair, maintenance, and renovation projects and implement them.
• Knowledge of proper and safe work techniques.
Physical Demands
• Trunk strength, manual dexterity, and wrist-finger movement.
• Ability to climb ladders.
• Ability to use lawn mowing and trimming equipment, as needed.
• Walking carrying loads up to 50 lbs.
• Stooping to shovel and dig.
• Handling heavy machinery, as needed.
• Visual ability to handle hazardous machines and cleaning fluids.
• Using computer input devices.
• Visual acuity for near reading.
Work Environment
• Required to work outdoors in cold and heat.
• Additionally, the employee is subject to inside environmental conditions.
• Exposure to cleaning agents and lawn and garden chemicals.
• This position may require discarding or cleaning up of blood borne pathogens.
Work Devices
• Lawn mowers, mop, pail, hand tools, ladders, brooms, sponges, shovels, weed trimmers, vacuum cleaners, carpet cleaners, and carpenter’s tools.
